FOREWORD
Pemilihan Mahasiswa Berprestasi tingkat nasional yang berlangsung sejak tahun 2004 telah memberikan dampak positif pada budaya menghargai karya prestasi mahasiswa di kalangan perguruan tinggi. Dalam rangka mengadopsi beberapa masukan dari berbagai pihak, Direktorat Akademik senantiasa tanggap untuk menyempurnakan pedoman pemilihan ini. Dengan disempurnakannya pedoman ini diharapkan tata cara pemilihan mahasiswa berprestasi dapat berjalan lebih lancar, objektif, dan dapat dipertangung-gugatkan (akuntabel).
The continuity of the Student Achievement selection still needs to be maintained in order to provide achievement motivation among students and create a conducive academic climate. In addition, it is hoped that in the future this election process will be adopted into a system in higher education management.
Hopefully this guidebook can be used as a reference for the organizers of the selection of outstanding students both at the tertiary level / Kopertis and at the national level.

TABLE OF CONTENTS
I. INTRODUCTION
A. Background
National education has the function of developing capabilities and shaping the character and civilization of a nation with dignity in order to make the nation's life smarter. National education aims to develop the potential of students (students) to become human beings who believe and fear the Almighty God, have noble character, are healthy, knowledgeable, competent, creative, independent, and become democratic and responsible citizens. Higher education continues to develop a democratic academic climate in order to support the implementation of the learning process that leads students to become graduates as lifelong learners.
Students are expected not only to pursue knowledge in their field, but also to develop activities soft skillsto become graduates who are independent, full of initiative, work carefully, full of responsibility and persistence. This ability can be obtained by students from formal provisioning through the academic, co-curricular and extra-curricular curricula. However, not all students are willing and able to become successful learners. Often students with high academic scores do not take advantage of the opportunity to spend their time in co-curricular and extra-curricular activities. On the other hand, students are active in student organizations and development activities soft skills do not get high academic scores. Meanwhile, in the era of free competition, graduates who have hard skills and soft skills balanced. Therefore, in each university it is necessary to identify students who can do both well and be rewarded as students who excel.
In order to reward students who have successfully achieved good achievements, it is necessary to hold a Student Achievement selection program which is carried out in stages and levels. In order for the implementation of Student Achievement Selection to run orderly and smoothly, a Guidelines for Selection of Outstanding Students are needed. This guideline is used as a reference for administrators at higher education institutions and the central committee.
B. Definition
Student with Achievement is a student who has succeeded in achieving high academic achievement in the field of science / technology / art that is practiced, has the spirit of Pancasila, is active in co-and extra-curricular activities, and should be proud of.
C. Legal Basis

D. Purpose
- Give awards to students who have achieved high achievements.
- Provide motivation to students to carry out curricular, co-curricular, and extra-curricular activities as a vehicle for synergizing hard skills and soft skills college student.
- Encouraging universities to develop a campus life climate that can facilitate students to achieve proud achievements on an ongoing basis.
E. Participants
Participants in the Student Achievement election are students at universities within the Ministry of National Education.
II. REQUIREMENTS FOR ACHIEVING STUDENTS
- RI citizen
- Registered as an undergraduate student at least semester VI and maximum semester VII, for Diploma III program a minimum of semester IV and a maximum of semester V, and has not been declared to have passed during the Student Achievement selection at the national level.
- Have a valid student identity card (KTM)
- At the time of the selection of Outstanding Students at the national level, they are not more than 24.00 years old.
- Fulfill the selection criteria for Student Achievement
III. ASSESSMENT COMPONENTS
A. Assessment Components
Student Achievement Selection refers to the appearance of individual students who meet the selection criteria by using several kinds of elements. The assessment includes elements of academic achievement (cumulative IP), scientific writing, personality, and co and extra-curricular activities, as well as English language skills.
The elements that are assessed at the election at the tertiary level are
1) IP Kumulatif
2) Karya tulis ilmiah
3) Co-and extra-curricular activities
4) Bahasa Inggris
5) Personality (taken into consideration to see fit as outstanding students)
Explanation of writing scientific papers and the respective cumulative IP calculation forms can be seen at Attachment 1 and Annex 2. On Attachment 3 shown a list of college level student assessment recapitulation.
The elements that are assessed at the election at the Kopertis level and the initial stage at the national level are the following three elements:
1) Karya tulis ilmiah
2) Kegiatan ko dan ekstra-kurikuler
3) Bahasa Inggris (ringkasan karya tulis ilmiah)
The composition of the initial assessment at the national level can be seen in detail at Annex 4.
The elements that will be assessed at the final stage of the national level elections are as follows:
1) Karya tulis ilmiah
- 60% papers
- 40% presentation
2) Kegiatan ko-kurikuler dan ekstra-kurikuler
- 60% documents
- 40% interview
3) Bahasa Inggris
4) Kepribadian (dijadikan pertimbangan untuk melihat kepatutan sebagai mahasiswa berprestasi)

B. Description of Assessment Components
- 1. grade-point average
The Grade Point Average (GPA) is the cumulative average academic score obtained in accordance with the rules of each college. GPA is only assessed in the process of selecting Student Achievement until the selection of the college / Kopertis level.
- 2. Scientific papers
The scientific writing referred to in this guideline is the result of scientific writing literature review from trusted sources that contain creative solutions of the problems analyzed coherently and sharply, and ended with relevant conclusions. For Diploma / polytechnic students, scientific writing can be based on technological work
- 3. Co-and extra-curricular activities
Co-curricular activities are activities that are carried out outside of intra-curricular activities but are very supportive of academic activities. Extra-curricular activities are activities that are carried out outside the intra-curricular path and do not directly support academic activities.
Intra-campus activities are activities organized by intra-campus student organizations and / or by universities. Extra-campus activities are activities organized by extra-campus organizations. Co-curricular and extra-curricular assessments are conducted based on a list of activities and interviews.
An intra-campus organization is an organization that is legally located in a university and is formed by virtue of a higher education leadership decree. Extra-campus organizations are all organizations that do not belong to an intra-campus organization.
4. English
English assessment is carried out in two stages, namely (1) writing summary (not abstract) in English from scientific papers and (2) presentations and discussions in English. Summary writing aims to assess students' writing skills in English. Presentations on certain topics and followed by discussions aim to assess students' ability in oral communication
5. Personality
The personality of outstanding students can be tested through tests provided by their respective universities (interviews, written tests and so on). The point is that these outstanding students do not show impropriety in attitude, tend to think forward and have a good attitude in accordance with the achievements achieved.
The results of personality evaluation are not assessed quantitatively, but are taken into consideration to determine the merit as Achieving Student.
IV. SELECTION PROCEDURES
The Student Achievement Selection is carried out in stages starting from the department / department, faculty, tertiary institutions (universities / institutes / colleges / polytechnics) to the national level.
A. Higher Education and Kopertis Level Selection Procedures
- For private tertiary institutions, the Student Achievement selection is held at the Kopertis level.
- The procedure for selecting Outstanding Students at the university / institute / high school / polytechnic and Kopertis level (for private universities) is regulated as follows:
- Selection of Outstanding Students at the study program / department / department / faculty level, is carried out by a committee formed and endorsed by the department / department / faculty.
- Selection of Outstanding Students at the tertiary level (university / institute / high school / polytechnic) is carried out by a committee formed and endorsed by the leadership of the college concerned.
- The Student Achievement Selection at Kopertis level is carried out by a committee formed and endorsed by the Kopertis Coordinator.
- The Student Achievement Selection Committee at the level of study program / department / department / faculty selects the best student to participate in the next election.
- The first best achieving student from public universities including state polytechnics and the best two (Champion I and II) at the Kopertis level entitled to participate in the National Level Achievement Student election.
- Fifteen Students with Achievement from the initial national level election are entitled to participate in the final stage national level Achievement Student election.
- The final stage of the National Student Achievement Selection will determine the first, second, and third winners.
- The results of the election at each level (study program / department / faculty / college / Kopertis) are stated in the Election Minutes.
B. National Level Election Procedure
Selection of Outstanding Students at the national level is carried out by the Academic Directorate of the Directorate General of Higher Education, Ministry of National Education, in two stages as follows:
1. The initial selection is made based on administrative completeness / requirements, scientific papers, lists of co-and extra-curricular activities, summaries of scientific papers in English.
2. The final selection is made of 15 Achieving Students who pass the initial election. The final stage assessment is carried out based on the results of the assessment of papers and presentations of scientific papers, lists of activities and interviews regarding co and extra-curricular activities, presentations and discussions in English, and personality tests.
C. National Level Assessment Procedures
Details of the paper assessment can be seen at Annex 6 and details of the assessment of the presentation can be seen at Annex 7. Assessment of English is carried out on the ability to communicate both orally and in writing (summary of scientific papers). The components of the English assessment at the initial and final stages can be seen at Annex 8 and Annex 9.
Co-curricular and extra-curricular activities are written in accordance with the format provided in Annex 10 this guideline. Each component has received its own value so that the assessment can be carried out quantitatively as detailed in Annex 11.
The winner is determined by adding up the scores of the four criteria. The highest score will be used as a measure to determine the best Outstanding Student. If one of the assessment components has a score below 60% of the maximum score, then the student concerned cannot be nominated to be the first to the third winner.
V. ACTIVITIES SCHEDULE
The tentative activity schedule from the Student Achievement selection is presented on Chart on the following page. The explanation of the chart is as follows.

- Submission of selection guidelines and materials from the Directorate General of Higher Education to tertiary institutions / Kopertis

VI. ADMINISTRATIVE REQUIREMENTS
Administrative completeness for the Student Achievement selection process is part of the data required as an assessment material. In detail, the documents prepared for the initial national selection are:
(1) A letter of introduction from the leadership of higher education stating appreciation and pride for the proposed student's achievement
(2) The last 4 ´ 6 color photographs three pieces
(3) List of cumulative Achievement Index recapitulation per semester as listed on Annex 9.
(4) Scientific writing
(5) A summary (not an abstract) written for a maximum of two pages in Indonesian and English containing background, objectives, methods, analysis-synthesis, conclusions and suggestions
(6) A completed form for co-curricular and extra-curricular activities and supporting documents
All copies of evidence of supporting activities must be attached and arranged in sequence according to the order in which the activity is filled in Annex 10.
VII. FINANCING AND AWARDS
The funding for organizing elections at the tertiary level and Kopertis is borne by the respective universities and Kopertis. Funding for the implementation of the national level Achievement Student election is borne by the relevant Budget Implementation List (DIPA) at the Academic Directorate of the Directorate General of Higher Education and other legal and non-binding donations.
Students who are selected as National Outstanding Students are given awards in the form of Award Charter and other prizes from the Minister of National Education. Outstanding students at the tertiary level / Kopertis are given an award from the college in accordance with the institution's policy.
VIII. CLOSING
Basically, the implementation of Student Achievement selection is one of the efforts to develop student achievement to foster academic activities as part of an effort to uphold academic traditions in the campus environment. This written guideline was submitted to each higher education institution and Kopertis with the hope that the higher education institutions would be able to make a better selection and follow the rules that had been determined and formulated at the central level without neglecting the situation and conditions of each university and Kopertis.
The criteria used in the guidelines for selecting Achieving Students at the national level may not yet fully meet expectations so that efforts are still needed to improve in the future. For this reason, constructive criticism and suggestions are expected.
Attachment 1
Explanation of Scientific Writing
A. Definition:
Scientific papers referred to in this guideline are scientific papers resulting from literature review from trusted sources that contain creative solutions of the problems analyzed coherently and sharply, and ended with relevant conclusions.
B. Themes and Topics of Writing
The scope of writing consists of the fields of science / technology / arts. The written field is not limited by the field it is engaged in and refers to one theme, namely:
"Increasing National Competitiveness based on Local Excellence"
Here are some alternative topics that can be selected as a reference for writing based on their fields.
1. Alternative Topics in the Field of Science
- Utilization of the potential of various natural resources (water, air, land, biological)
- Utilization of technology for the use of various resources
- Development of renewable energy sources
2. Alternative topics in the field of social studies
- Awareness development and legal system (national)
- Tripartite Development (triad) of Government, BUMN and Private
- Development towards civil society (civil society)
- Preservation of socio-cultural values
- The role of mass communication in socio-cultural change
- Tourism development and its social impacts
- Improving the quality of health services
- Overcoming violence in household
- Awareness of the dangers of pornography / porno-action
- Improvement of the people's economy

3. Alternative Topics in the Field of Education

C. Sifat dan Isi Tulisan
The nature and content of the writing must meet the following requirements.
- Creative and Objective
- Writing contains creative ideas to provide solutions to problems that develop in society which are the result of divergent thinking or open thinking.
- Writing is not emotional or does not highlight subjective problems.
- The writing is supported by data and / or information from reliable sources.
- Original (not plagiarism)
- Logical and Systematic
- Each writing step is designed systematically and coherently.
- Basically, scientific papers contain elements of problem identification, analysis-synthesis, conclusions and recommendations.
- The content of the writing is in the form of literature review or literature review supported by observations and / or interviews.
- The material of scientific writing does not have to be in line with the field of science that is being pursued by students.
- Scientific writing material is a recent issue
- Scientific writing has never been included in a writing competition at any level except for the Student Achievement selection series.
D. Supervisor
Writing scientific papers is recommended to be guided intensively by a lecturer.
E. Writing Systematics
Writing systematics contains an orderly design as follows.
- 1. The Beginning
- Title page (capital letters, clearly written the author's name and identification number and college of origin).
- The Ratification Sheet (containing the title, author's name, and identification number) is signed by the Supervisor (if any), and the Polytechnic Assistant / Deputy Chancellor / Chairperson / Director of the Polytechnic / Director for Student Affairs complete with a college stamp, dated according to the date of approval.
- Foreword from the author.
- Table of contents and other necessary lists such as list of figures, list of tables, and list of attachments.
- A maximum of 2 pages summary is written in Indonesian and English. The summary in English is written separately for the purpose of assessing English proficiency
- 2. Core Part
- a. preliminary
The Introduction section contains: background and problem formulation, a brief description of the creative ideas to be conveyed, and the objectives and benefits to be achieved through writing.
- b. Literature Review
The Literature Review contains a description that shows the theoretical basis and concepts that are relevant to the problem being studied, a description of the opinions related to the problem being studied, a description of the problem solving that has been done.
- c. Writing method
The writing is done following the correct method by carefully describing the method / procedure for collecting data and / or information, processing data and / or information, analyzing-synthesis, drawing conclusions, and formulating suggestions or recommendations.
- d. Analysis and synthesis
This section contains problem-synthesis analysis based on data and / or information as well as literature review to produce alternative problem-solving models or creative ideas.
e. Conclusions and Recommendations
Conclusions must be consistent with the analysis and synthesis in the discussion and answer the objectives. Recommendations are submitted in the form of possibilities or predictions of transfer of ideas and dissemination of ideas or adoption of ideas by the community.
- 3. End of Part
The final section contains a bibliography and attachments if needed.
F. Writing Requirements
- The manuscript is written at least 20 pages and a maximum of 30 pages, using standard Indonesian with grammar and spelling that is refined, simple, clear, one unit, using easy to understand terms, does not use abbreviations such as not, tsb, yang, with, etc., as follows.
- The manuscript is typed in 1.5 spaces on A4 sized paper, (12 font, Times New Roman Style). The typing distance between the chapter and section is three-spaced, the section and sentence below are two spaces. The chapter title is typed in the center in capital letters and at a distance of four cm from the top edge without being underlined. Section titles are written starting from the left, the first letter of each word is written in capital letters (capital letters), except for assignment words, such as who, from, and. The title of the sub-section is written starting from the left with an indent of one cm underlined. The first letter of each word is written in capital letters, except for assignment words, such as who, from, and. If there is still a subtitle in a lower level, it is written as in the upper level, then followed by the next sentence.
- A new paragraph is typed in line with the line above with 2 spaces. Typing a direct quote that is more than three lines is typed with one indented space and all without quotation marks.
